Should I Say Bismillah out Loud in My Prayer?

There have been different opinions about whether the ‘Bismillah’ (in the name of Allah) at the beginning of Surat Al-Fatihah is part of the Surah or not.

For all other Surahs (exception for Surah Tawbah), Bismillah is mentioned prior to the first verse of the Surah. Yet, most of the time it is not said in the loud prayers.

Is Surat Al-Fatihah an exception?
